Keel is a boy living in a town called Yabitsu, an area which prospered due to the energy from the nuclear generator brought by the catastrophe. His next kin, Aoi, is the secretary general of the New United Nations. She views the catastrophe as an opportunity to create a new world in which nations can help one another overcome differences in races and religions. However, her efforts to realise that vision fail because of the unwillingness of the nations to change. Gould, a military officer, feels that the only way to make an order is through the military. Using Ulysses, a nuclear submarine, along with his crew, including Keel's brother Tean, Gould carries out a coup to declare war against the New United Nations in his attack on Yabitsu.

Humanity gets confirmation of intelligent life in the universe after receiving a message. However, they only wish to trade and have nothing else to do with us. In exchange for small quantities of limestone they offer mysterious techno-organic robot frames which are essentially black-box technology. but can be added on to using human technology. They will sell to anyone and the price is so cheap that they begin replacing the current forms of transportation, and construction industries in the world. Their use in war has been almost universally banned by the nations of the world, however not everyone has signed the treaty.

One million colonists who had moved to the moon prior to the disaster escaped what later became known as "The Great Fall". At the moon, they established the Panhuman World Government (PWG) and organized the recolonization of the world. Seven locations were chosen for cities as starting points for this massive project. To guarantee their authority over the new colonies, the PWG built a highly advanced defense system on the moon called Olympos-System. In 2136, the lunar government perished due to an unknown virus brought to the moon by a meteor, but the automated Olympos-System remained active and has a life span of about 200 years. It is 2190 and some of the Seven Cities wage wars against each other. Two talented military strategists from opposing cities rise to confront each other.
