he film is set in London at the end of the 19th century and after the attempted assassination of the Imperial princess. The Empire is increasing counter-spy actions in the wake of the incident, and finds Control, the Commonwealth group in charge of covert operations against the Empire, at unease and suspecting its spy within the royal family as a double agent. Control assigns their spy ring Dove with a new mission to extract a secondhand bookstore owner and deliver him to Commonwealth hands. Ange, Dorothy, and Chise successfully spring the bookstore owner from an Imperial prison. Control also assigns Dove to make contact with Bishop, their spy within the royal family, to ascertain their loyalties.

In 1973, an invasion of aliens known as BETA landed on Earth and began driving human civilization into nearly collapse. Facing an enormous mass of enemy force, mankind developed large humanoid arms called as Tactical Surface Fighters and deployed them to its defense lines through out the world. However, all those efforts could slow down defeats but could not stop BETA, and mankind is forced to abandon major areas of the Eurasian Continent. For 30 years, mankind is bogged down in an endless war against BETA without any hopes of victory. Yui Takamura, a TSF pilot of the Imperial Royal Guards of Japan, is given responsibility to develop the next TSF unit and sets off to Alaska. Meanwhile, Yuya Bridges, a TSF pilot of the U.S. Army, is heading to the same destination.

Yasuori Kato, an oni who mastered the art of onmyodo and shugendo, is determined to destroy the Imperial Capital Tokyo to appease the grudges of his ancestors. When his initial attempts fail, Kato seeks out Masakado's descendant, a young woman with psychic powers, to use as a medium to communicate with the spirit. Opposing Kato's efforts is Yasumasa Hirai, the greatest onmyoji in all of Japan as well as the Soma Family, another lineage of Masakado. The conflict that results from this encounter will shape the history of Tokyo.
