Fearing disaster brought about by chaos, the people lived protected by “Lords;” those with the power of “Crests,” used to suppress the chaos. However, the Lords decided to abandon their posts and began fighting against each other secretly in war, stealing each other’s Crests to gain dominion over one another. Among these people are Siluca, a lone mage who despises the Lords, and Theo, a vagrant knight who continues his journey of training to someday liberate his homeland from tyrannical rule. They make an oath as master and retainer, with hopes of bringing reform Atlatan, the land ruled by chaos.

In exchange for small quantities of limestone they offer mysterious techno-organic robot frames which are essentially black-box technology. but can be added on to using human technology. They will sell to anyone and the price is so cheap that they begin replacing the current forms of transportation, and construction industries in the world. Their use in war has been almost universally banned by the nations of the world, however not everyone has signed the treaty.

In 1973, an invasion of aliens known as BETA landed on Earth and began driving human civilization into nearly collapse. Facing an enormous mass of enemy force, mankind developed large humanoid arms called as Tactical Surface Fighters and deployed them to its defense lines through out the world. However, all those efforts could slow down defeats but could not stop BETA, and mankind is forced to abandon major areas of the Eurasian Continent. For 30 years, mankind is bogged down in an endless war against BETA without any hopes of victory. Yui Takamura, a TSF pilot of the Imperial Royal Guards of Japan, is given responsibility to develop the next TSF unit and sets off to Alaska. Meanwhile, Yuya Bridges, a TSF pilot of the U.S. Army, is heading to the same destination.

One million colonists who had moved to the moon prior to the disaster escaped what later became known as "The Great Fall". To guarantee their authority over the new colonies, the PWG built a highly advanced defense system on the moon called Olympos-System. In 2136, the lunar government perished due to an unknown virus brought to the moon by a meteor, but the automated Olympos-System remained active and has a life span of about 200 years. It is 2190 and some of the Seven Cities wage wars against each other. Two talented military strategists from opposing cities rise to confront each other.
